An update on the plastic bag fee in Toronto (see my previous post here).  Not only did Toronto City Council vote to scrap the fee, but the pendulum swung the other way and they voted to ban them entirely.  Removing the discriminative stimulus from shopping settings is one way to change plastic bag use.
